Higher education in Bulgaria is provided
in 41 higher schools and 42 colleges.
29 are state-owned, 8 are military
and 4 are private (Dec 2003).

Entry Requirements
Every foreign national can apply at
the institutions of higher education
in Bulgaria. Entry requirements vary
from faculty to faculty and institution-to-institution
so it is advisable to get in contact
with the institution directly. Generally
speaking, the qualities of the applicant
are judged on the basis of the results
from the application documents required.
In general the training of the students
follows two educational qualification
systems: Bachelor and Master. The
admittance procedure for applicants
for postgraduate training and Ph.D.
programs is in compliance with the
Bulgarian legislation.
Language Requirements
The foreign applicants who do not
speak Bulgarian study the language
for 1 year at The Department of Language
Learning
at Sofia University "St. Kliment
Ohridski" (DLL – IFS)
Fees and Grants
The annual tuition fees for foreign
undergraduates, postgraduates and
specializing students are determined
by special governmental acts published
ever year in the State Gazette.
Health Insurance
The applicants have to submit a certificate
of health issued up to one month before
the date of the application. This
certificate has to be legalized in
the native country of the applicant.
Residence Requirements / Accommodation
and Living
Address registration
A foreigner who is more than 16 years
old in order to stay in Bulgaria is
obliged to have an address registration.
If a foreign student stays in the
dwelling of a Bulgarian citizen, a
boarding house or a resort center
or if he/she is accommodated in a
hospital, then it is the responsibility
of a receptionist to make the address
registration in the local passport
registration office of the Ministry
of Interior, not later than 48 hours
after the foreigner’s entry into the
country. If a foreigner stays in a
private house he/she has to register
himself/herself.
The address registration can also
be carried out by the latter organizations
after the change of address and is
valid until the expiration date of
the period of stay. If the foreigner’s
stay in Bulgaria is prolonged he/she
is obliged to register himself/herself
again.
Visa
For stays longer than 1 month a foreigner
needs a residence permit. In this
case he/she has to apply first for
a visa at the Bulgarian consular or
diplomatic representation concerned.
The documents needed for obtaining
the residence permit are the same,
as those needed for obtaining a visa.
If a foreigner is going to be in Bulgaria
for more than 1 month he/she needs
a foreigner's identity card. The local
passport office of the Ministry of
Interior in the place where the foreigner
is staying is issuing it.
ID Card
Documents needed to obtain the identity
card:
Letter of inquiry, by a sample affirmed from the Ministry of Interior (contains basic personal information from the passport)
Regular document for a travel abroad
3 photographs (size 3x4 cm)
Birth certificate
A foreigner should give back the identity card to the local passport office of the Ministry of Interior when he/she finally leaves Bulgaria.
The office for administrative control over the foreign citizens can prolong the short period of time. A long stay is either prolonged (with permission for a one-year period of stay) or permanent (with a permission for an unlimited period of time). If a foreigner is staying either for a shot or prolonged period of time in Bulgaria he/she can work on legal basis, only if prior to that he/she has received permission by
The Ministry of Labor and Social Policy.
