    IMPORTANT INFO FOR DRIVING IN BULGARIA

    Bulgaria is a nice country with many beauties to be explored. Organized traveling is one thing, but it can never be compared to a journey you have planed on your own, according to your personal interest and mood. There are places that always remain off the agenda of country tours, there are places difficult to reach using public transport, there are places that still await to be explored, maybe you are the one to find them first…

    Renting a car from us after arriving in the country, or if you come to Bulgaria with your own car is a good option to explore these hidden places on your own. It is a good idea though to first carefully plan your trip depending on your interests and use professional advice from a local travel agent. The country has a well-developed road system, although not in perfect shape and condition. Road signs are not always in English but local people can always give you a helping hand. It is absolutely necessary to bring along a good road map and carefully mark and study your route in advance.


    There are some things you should know in order to secure a smooth journey and here is a list of some useful information for you:

    What do you need to know about driving in Bulgaria?

    Speed limits: The following speed limits are in force in Bulgaria, unless other restrictive traffic signs limit speed:

    Alcohol: The permissible blood alcohol content of drivers is 0.5 / 1,000.
    Sanctions for driving under the influence of alcohol:
    Driving with blood alcohol content:
  • From 0.5 to 1.2 per 1000 - fine from 50 to150 levs and driving license suspension for up to one year;
  • Over 1.2 per 1000 - imprisonment for up to one year and driving license suspension for up to four years.

    Drivers, who refuse to be tested for alcohol, are fined from 200 to 500 levs and their driving licenses are suspended for 6 months to 2 years.

    Persons who permit their vehicles to be operated by people with blood alcohol content of over 0.5/1000 or under the influence of narcotic drugs are fined from 100 to 300 levs.

    Drivers who refuse to present their papers to traffic control authorities are fined up to 100 levs and their driving licenses are suspended for 1 to 6 months.

    Driving license: The following driving licenses are valid in Bulgaria:
  • Those issued in countries that are signatories to the Convention on Road Traffic (Vienna, 1968);
  • Those complying with the requirements in Annex 6 of the Convention;
  • Those that are accompanied by a legalised translation in Bulgarian;
  • International licenses and those complying with the requirements contained in Annex 7 of the Convention on Road Traffic (Vienna, 1968).
    People staying for more than one year in Bulgaria should have their driving licenses replaced with Bulgarian national driving licenses.
    While operating a vehicle drivers should carry on them their driving licenses for the respective class of vehicle, registration papers and a liability insurance certificate.
    When stopped by a police officer the driver should pull off to the right or to a place indicated by the officer and should await and observe any further instructions from the officer.
    Whenever drivers come close to emergency vehicles with special lights or sirens turned on, they should make sufficient space available to them and if necessary stop to ensure unrestricted passage both to the signalling vehicles and to any other vehicles that it may be accompanying.

    What to do if you are a witness to or are involved in a traffic accident?

  • Pull off to the side of the road immediately trying not to obstruct traffic in order to inspect the consequences of the accident.

  • If anyone is injured, call the police. The driver should await the arrival of the police. Until the police arrive, the driver should not move the vehicle (unless it obstructs traffic). The only exception in this case is when it is necessary to transport the injured to a hospital using the same vehicle. In this case the driver must return with the vehicle to the site of the accident after dropping off the injured at the hospital.
  • If the accident has resulted in property damage only, the drivers involved must assist the police in the determination and calculation of all losses.
  • The driver of a vehicle that is not involved in the accident, but they can serve as a witness, must assist the injured, if any, and should inform the police of his observations of the accident. Avoid speeding and do not undertake dangerous overtaking, particularly against incoming traffic.
    Please bear in mind that horse-drawn carts, motorcycles and scooters can sometimes be found on major roads driving at night without lights. Please be very alert when driving at night. Jaywalking is frequent. Please be very careful while driving in cities and drive as slow as possible.

    The Road Assistance Service

    The Road Assistance Service provides 24-hour technical assistance on the road. In case of malfunction or accident, call 146 (the same number from cellular telephone). Their Central Dispatch Office is located at 3 Pozitano St. in Sofia, tel. 980 33 08 and is open 24 hours a day. The Road Assistance Service vehicle that is closest to your location will be dispatched and should reach you within 30 minutes of your call. You may also request the traffic police to make the call to the Road Assistance Service.

    How to stay safe from crime?

    Some useful advice about your stay in Bulgaria:

  • Make sure your vehicle carries additional identification, such as abrasive markings on the glass.
  • Always keep doors and trunk locked even when getting off the vehicle to pay tolls or for brief shopping.
  • Do not stop for hitchhikers.
  • Avoid contacts with strangers.
  • If you see your own car being stolen, do not try to chase the thief. Car thieves never act alone. Try to memorise anything characteristic about them and their clothes and call the police as soon as possible.
  • If your car was parked illegally when it disappeared, there is a good chance that it may have been towed away. In such cases please check the impound lots.
  • Call the police immediately if your car was parked legally at the time of its disappearance. Do not try to find the car by yourself, let the police do that for you.

    What to Know When Entering Bulgaria

    Foreign nationals must declare the reason for their visit and provide their address in Bulgaria.

    An entry or transit visa for the country to be visited next is a condition for entering Bulgaria.

    The mandatory insurance for the vehicle (if travelling by car, etc.), permission for its entry in the country, documents proving registration and ownership, as well as a driver license are further conditions for admission in or travel through Bulgaria.

    Tourists, businessmen and transit passengers must observe Bulgarian laws.

    Foreign nationals may enter the country only through the border checkpoints.

    Foreign nationals with more than one citizenship should inform immigration authorities at the border checkpoint of the citizenship they intend to invoke during their stay in the Republic of Bulgaria.

    What do you have to know of Bulgarian laws and regulations?

    Foreign nationals will be fined from 500 to 5,000 levs (around 2,550 ˆ) if they:

  • Are found to engage in employment, commerce or other activity requiring permission without such permission;
  • Have remained in the country beyond their permitted length of stay;
  • Have been deported and have re-entered the country.

    What services can you expect from the Consular Office with the Ministry of Foreign Affairs?

    The Consular Office with the Bulgarian Ministry of Foreign Affairs offers the following services:

  • In the case of loss or theft of your passport, it will issue a temporary travel document enabling you to leave the country.
  • Legalises documents and other papers issued in Bulgaria for use overseas, as well as documents issued overseas for use in Bulgaria.
  • Grants multiple visas to members of foreign diplomatic and consular missions in the Republic of Bulgaria.
  • Provides assistance in humanitarian and other emergencies to citizens of countries that do not have diplomatic or consular missions in the Republic of Bulgaria.
  • All services of the Consular Department with the Ministry of Foreign Affairs are provided for a fee in Bulgarian levs and foreign currency.

    What are the most important customs regulations for foreign nationals travelling to Bulgaria?

    New customs declarations were introduced in Bulgaria on August 13, 1999. The customs administration has issued certain rules for foreign nationals visiting Bulgaria for various reasons - tourism, business, visiting people, transiting and persons on temporary stay. Following are the most important provisions:

  • All foreign nationals upon entering and leaving Bulgaria complete currency customs declarations. Currency with a value in excess of 2,000 levs has to be declared. The traveller retains the completed declaration stamped by the customs officer until departure from the country. Foreign nationals may export convertible currency in amounts that do not exceed the amounts of such currency imported and declared upon their entry in the country. Instructions on completing the form can be found on its back. Foreign nationals may request customs declaration forms in English, French, German, Turkish and Russian.
  • Foreign nationals upon entry in the country complete property customs declarations. As with currency declarations, detailed instructions can be found on the back of the forms. Travellers may obtain declarations in the language of their choice. They must complete the declaration for the following valuables:
    - Bulgarian banknotes and coin in circulation in excess of 2,000 levs (about 1,000 ˆ)
    - Bulgarian coins in circulation with numismatic value
    - Foreign currency in excess of $ 1,000
    - Shares, bonds, checks, bank drafts and other securities in circulation, issued in levs or another currency by domestic or foreign issuers
    - Precious metals, gemstones and any items made of those
    - Coins containing gold, silver or platinum

    The export of objects, including coins made of gold, silver or platinum that have historical, archaeological, artistic or numismatic value is banned except in the cases where the Minister of Culture waives such a ban.

    There is a strict ban on the import, transit and export of narcotic drugs and raw materials for such drugs without a license issued in compliance with the international instruments to which the Republic of Bulgaria is a party and in accordance with Bulgarian national law.

    Temporary import, including complete waiver of import duties, is allowed for automobiles (including trailers and motor homes), yachts and aircraft under the following terms:
  • The motor vehicles are imported solely for personal use;
  • The motor vehicles are registered outside the customs territory of the Republic of Bulgaria in the name of a foreign national;
  • The motor vehicles may remain on Bulgarian customs territory for six months (with or without interruption of stay) within any consecutive twelve months;
  • Motor vehicles for private use transiting the country or vehicles to be used inside the country for up to three months may enjoy the benefit of temporary importation with complete waiver of customs duty with the waiver been recorded in the travel document used by the foreign national to enter the country;
  • Whenever a temporary import vehicle cannot be re-exported by its owner within the permitted period of temporary stay due to a travel accident, technical malfunction or other reason, the owner should contact the customs office nearest to where the vehicle is located in order to ensure that it is placed under customs control.
